JOB DESCRIPTION

Context

Under the overall supervision of the head of the Resource Management Unit (RMU), National RM Officer and the direct supervision of the Head of Sub Office, the incumbent will be providing support to the IOM office in Sfax in terms of administration and finance requirements, in collaboration with finance, and supply chain unit.

RESPONSIBILITIES

  1. Provide clerical support to the finance office on its daily administrative and financial activities 
  2. provide assistance for the smooth daily running of the  administrative functions in a timely fashion, and in accordance with the Mission’s regulations and procedures;
  3. Maintain orderly the stamp and signature of the payments received.
  4. Prepare & Post accounting transactions to the Office, follow up with relevant staff for the missing documents (if any), and provide general logistic support such as photocopying and scanning documents, vouchers prepared by the unit, etc. 
  5. Provide support in maintaining an efficient filing & E-filling system for vouchers/financial documentation/receipts and ensure their timely filing & E-filling in chronological order;
  6. Provide support in verifying invoices, and supporting documentation and that the goods or services they refer to were duly received or provided in line with IOM financial management rules and procedures before proceeding with payment request; 
  7.  Provide assistance for processing all staff services such as travel, expense claims, document retrieval, etc; 
  8. Provide support to the finance assistant team in ensuring that proper and systematic completion of all posted payments and other accounting documents according in line with IOM financial management rules and procedures;
  9. Assist in organizing and preparing vouchers as needed during audits.
  10. Keeping confidentiality matters as defined by the mission’s requirements.
  11. Assist the finance assistant in maintaining accuracy in related to financial tracking and record keeping of the daily projects and financial activities. 
  12. Provide support in preparing financial reporting & Monitoring for the projects so that project commitments and expenditures are tracked according to IOM standards.
  13. Assist in timely clearing and follow-up for mission vendor maintenance
  14. Assist in monthly and yearly end closures of accounts.
  15. Handle sub-office petty cash accounts and ensure all cash posting and supporting documents are complete in line with IOM Financial management rules and procedures
  16. Such other duties as may be assigned

QUALIFICATIONS

Education

High School Degree/Certificate degree, preferably in business administration, or other similar domain from an accredited academic institution and three years of relevant professional experience; or bachelor’s or Equivalent or Higher degree in the above fields with one year of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in administration and technical assistance to executives an asset

Context: 

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

The Migration & Development Unit works with a broad range of stakeholders to deliver on the promise of migration by promoting regular pathways and addressing the drivers of irregular migration including through youth empowerment, climate action, diaspora engagement, educational pathways, and labour migration. Within the M&D portfolio in IOM Tunisia, the Youth Empowermeent Pillar aims to support and accompany youth at risk of irregular migration, in particular those who have already tried to cross the border in an irregular way. The team’s work focuses on strengthening youth-related services by delivering technical support and capacity building to key stakeholders at national and regional level, including the Youth centres at local level providing community-based cultural, educational, and sports activities. The action will target disadvantaged young women and men, especially those at risk of irregular migration, by offering tailored services designed to enhance their employability skills and support sustainable livelihood.

Under the overall supervision of the Head of the Migration  & Development Unit and the direct supervision of the National Program Officer, and in close coordination with the Youth Empowerment project team, the Project Assistant will be responsible to assist  providing effective and efficient financial, administrative, and programmatic support to the youth empowerment team, as well as other related M&D project teams and activities.

RESPONSIBILITIES

  1. Assist on the overall implementation, and reporting of the project, in compliance with Mission’s and Donor’s administrative, legal and procedural requirement;
  2. Collect, maintain, and refresh all beneficiary-related database of the Youth Empowerment Pillar, through diligent follow-up;
  3. Support coordination with other project pillars by sharing updates and maintaining good communication for joint activities when required.
  4. Assist and support on the organization of activities, events and other meetings with key local stakeholders (local Government institutions, CSOs, etc.) and the private sector, inter alia, taking minutes of the meetings, brief notes/notes for the file; 
  5. Support the drafting of regular briefings, summaries, press releases, presentations, and other relevant information materials on project activities, when required; 
  6. Assist in drafting official correspondence (Letter, Notes Verbales, faxes) and dispatch official correspondence to Government, partners, other IOM offices on time and effectively; 
  7. Assist in drafting inputs concerning the team’s activities to the monthly and interim reports in line with donor requirements and IOM standards and procedures ; 
  8. Contribute to the smooth daily running of internal procurement, and other administrative formalities for the implementation of activities and liaise with Supply Chain, Finance, and Administration and HR Units as needed; 
  9. Assist in creating and maintaining a proper documentation and systematic tracking and filing systems of administrative documents (including purchase requests, purchase orders, requests for payments, vouchers, HR forms) including the maintenance of the classification system (Hard/Soft copies) and databases of the relevant documents and liaise with IOM staff as needed;
  10. Maintain the confidentiality and integrity of all related information on the project, especially data concerning applicants and selected beneficiaries of the project;
  11. Assist to facilitate the Staff duty travels including the preparation of the Travel Authorizations; assure that Security Clearances are requested and received, book hotels and transport and prepare and submit to Finance Travel Claims and follow up about their payment;
  12. Undertake duty travel as needed; 
  13. Perform such other duties as may be assigned. 

QUALIFICATIONS

Education

  • Bachelors or Equivalent or Higher degree in Business Administration, Social Science, International Relations, or other related field from an accredited academic institution with one (1) year of relevant professional experience ; or 
  • High School Degree/Certificate in the above fields with three (3) years of relevant professional experience.

Experience

  • Ability to work effectively and harmoniously within people at different levels within and outside organization and with colleagues from varied cultures and professional backgrounds;
  • Experience working with government counterparts, private sector, international organizations and/or non-governmental organizations (NGO) is an asset; 
  • Experience or interest in community stabilization, youth engagement and empowerment, access to education, socio-economic inclusion, or similar is an advantage.
